2.3.8 tarball uploaded

Hi!

Since nobody complained about breakage, I've just uploaded today's CVS
state as version 2.3.8 to the FTP server.  Please stress test it, and
upload binaries and packages to the FTP server.

Brent: your last change didn't make it into the package.  I guess you
have to touch it again, since the version number changed.  Also,
people on the Debian channels tell me that the package needs to depend
on itself, so the automated build system can do a d2c bootstrap,
instead of a mindy bootstrap (which timeouts on all architectures
except for SPARC).
