As things currently stand, Open Dylan needs to be able to re-link system
libraries within the user's personal registry.  In order to re-link
DxDYLAN.dll, access to the mincrt.lib is required after installation.

Win32 snapshots previous to Open Dylan 1.0 beta 1 did not provide mincrt.lib,
because it is constructed from libcmt.lib (the MS Visual C++ 6.0 static
multi-threaded library), a non-redistributable file.  Open Dylan 1.0 beta 1
included this file in error.

The simplest solution is to use the standard MSVCRT.dll (the Visual C++ dynamic
library), and to distribute a self-provided import library for the portion of
the C runtime used within the Win32 Open Dylan runtime.
