In the original discussion did not mention whether that an annually or a
one-time-fee. I wrote the protocol and made the addition "per year", so
it was my fault.

Currently it is unclear to me where this foundation will be set up.
In Germany, Neuseeland or USA. Who will provide further information 
About what needs to be done?

For the moment I hack a mission statement form my point of view with the

The Dylan community is at the point where it needs more transparency. 

A non-profit foundation can help the community to be more organized. 

* to serve as a professional advocate that represents 
  the language and as well as software projects to potential user,
contributors and sponsors.
* to pursue funding to pay for further developement
* to help maintain vital project and components. 

The Dylan Software Foundation exists around Dylan language
implementation. 
We currently protect two Dylan implementations. Our focus is on direct 
development of modern compiler implementation and providing frameworks 
for modern application development. We serve as a professional advocate 
that represents the language and as well as software projects to

users, contributors and sponsors. We do this professional advocating
because
